Actually, I surprised you said this. From my experience, very limited peer review of documented research for publication is conducted by an authors Academic Institution. And is mainly occuring at the Department level by close friends, associates and coauthors who he directly chooses to work with.Climatologists or any scientist or researcher can't dictate who can peer review a paper they wish to publish. Their associated institution decides that.
The bulk of a scientific paper being peer reviewed, really occurs at the publication level, typically by other experienced authors who are familiar with the subject research. It is here at the publication level where a majority of the peer review process is occuring. The Publication has a vested interest in sharing reliable, ethical and accurate scientific research. The original author has no choice on who reviews his paper. My comment was related to cross discipline peer reviews, which may or may not be conducted by a Publication.
