They have a 'Delegate' with limited voting rights.. So they are 'represented'. It's the same as a US Territory.

Are people being forced to live in DC? Or prevented from leaving? Seems to me choices have consequences and they are welcome to make other choices. That's like someone moving out to the country next to a hog operation and then complaining about the smell.
