"If I saw that going down my road, I would call the police"...now there is a statement about one's own character if I ever heard one.
I have had the police called on me before by some do-gooder, and the caller actually ends up being the one that is laughed at. Like the police do not have real criminals that they would rather be chasing instead of some guy trying to get by like towing a trailer down a roadway. Usually the police show up and start the conversation with, "You are not going to believe this, but someone called..." They never do anything, they can't, they have to let two-thirds of the people go that do very bad things, let alone someone just trying to get by.
The last time I had that happen I was driving a skidder down the road.
It is NOT against the law.
Like tractors, as long as a logger is going from woodlot to woodlot, or from home to woodlot or vice versa, it is perfectly legal. It is the same thing with tractors used in agriculture...
