Haven’t used the pto yet but when I turn it on,
It makes a clattering noise while it is turning.
Is this normal or is it supposed to run quiet?

Usually pto's are relatively quiet. You will hear something like gear whine, but it should be barely heard. If there is "clatter" it should be checked. Are you turning it on at idle or a higher rpm? Higher rpm and with a load may make it go away.

Yes, I was turning it on at idle. Assumed that’s what you should do.
I’ll crank up the rpms and try it and see what happens

Yes, you do turn them on at idle, or just enough rpm's to keep the tractor from stalling when an implement is attached. I would still engage the pto at idle, then increase the rpm slowly to see if the noise decreases or goes away.
