Sounds like wherever they are, the registration is handled by a private company (and you thought government DMVs are incompetent?) and someone messed up and registered the truck really light.

In Virginia,, the car sales dealership can type up whatever they want on the paperwork going to the DMV.
My first "ton" truck was a '78 Ford F350 that had a 10' flatbed that could haul 2 cords of oak firewood.
The truck was tagged for 6500 pounds gross,, heck, I could put 10,000 pounds of wood on the truck.

That truck empty weighed over 7,000 pounds.

It turns out that the dealer simply moved the tags over from the Ford Courier that I traded in.
The Courier had been tagged for 6,500 pounds,,,
Luckily, I was never stopped. That was back in the early 1980's,, times were different, then,,,

Eh, my 9k gvwr 3/4t is tagged at 10k by the dealer. Doesn't bother me at all as I load it pretty good at times.

I remember in Wisconsin, early 90's, you could choose what weight plates you wanted...

This happened years ago, but a truck was overweight, over width, and over height. He was driving with no escort and went a few hundred miles before he got stopped near here. There was a trail of broken overhead lines. This thing was parked along the road for days before they were able to move it. I forget how much the fines were and it was for more than just Illinois, two states were involved. I recall the fines being something like 40k.

That's the way it is here in MO. Cars plates don't have a weight limit (or length limit either to the best of my knowledge), and you can title an SUV as a car, even a big Ford Excursion. Trucks have a length limit and you have to select your weight in 6k lb increments.

There are some power lines in Ohio that actually straddle high speed roads and look to be 15 ft or so. That's fine but when it gets really hot and the lines sag from expansion. Route 23 south of Marion comes to mind but there are others. The line could well be higher than it looks but it sure looks low and sure looks like it is just waiting to be snagged.

Here in Florida you can title up or down on trucks. Either save $ or pay more $.

When I renew our truck tags at work at the DMV, they always ask if I want to change the weight.

Same for my personal F350 & F 450, they treat those like commercial due to weight ( always renews in December, not your birthday ), & you can buy weight on them too.

If you wish FF to about 2 56 to see the ''Haul wrong"
illegal towing operation - YouTube

In Oklahoma you can also tag for the max gross weight your at when hauling. More weight more money. Last couple years it's not unusual to see pickups getting the same treatment as the big rigs much the same as the video.
Guy in video I am pretty sure is Canadian and is required to have special permit on truck and trailor for such use. Along with the paperwork and drivers license for such use.
