It appears the truck is the only thing on the trailer and as mentioned was secured properly. Driver should have secured the single vehicle truck further back instead of directly over the hitch. As loaded it put a high center of gravity over a single point which was sure to fail. Had there been another vehicle on the trailer that probably could have been avoided.

Depending on your load for the day sometimes it ends up that way, it still shouldn't have caused what happened. Those trailers are fairly stable even though they flex a bit.

There is a school bus pulled over in one of those shots: is it possible the school bus made a wide right turn while this truck was passing on the left and tipped the trailer for him?

Im guessing tongue weight to the truck? He should have just set the tractor to the back more.?

He was way over weight. Licensed for 3k kilograms and was 4k or so over that (I didn't hear the exact figure but I thought the cop said 4k over).

The truck was permitted for 3000kg, and he was over 4000kg just with the truck. The trailer was 2000kg. She mentioned "you need a device on the truck, you need a device on the trailer" and then talked about penalties, mentioned at some point he was overweight by 4600 kilos (~10,000#!).

The guys mentioned a sticker that they need; another definition of "device" is "a drawing or design", so the 'devices' that they're missing are probably permit stickers for load.

She only wrote him for 2 out of the 5 fines he was up for the violations (violations of weight, lack of stickers, and no commercial drivers license).

Sounds like the truck was registered only for 3000kg gross, when it's probably about that empty. Sounds like wherever they are, the registration is handled by a private company (and you thought government DMVs are incompetent?) and someone messed up and registered the truck really light.
