I'm thinking with the remnants of what looks like snow around I would guess New Jersey state police or Delaware state police.

Don't think it is in the US. Look at the traffic control signage off the right quarter of the Uhaul: looks like a DO NOT ENTER sign, but has no text (euro style) so that leads me to think this is our northern neighbors. OPP Perhaps? And in the US, most state troopers/highway patrolmen are NEVER outside without their campaign hat (Mountie hat)

Good eye on the sign..... I was thinking older RCMP re. stripe, but the (lack of) hat is not normal - perhaps taken off to inspect underneath trailer ?

I'm thinking Alberta or Saskatchewan. Combine the no front plates with the likely RCMP from the yellow stripe and that's my guess
