It most likely means what k0ua said, in which case, it's safe to buy it. What is NOT safe is taking that same "blank" receiver and making it functional. If you do, you have manufactured a gun according to the BATF, and now you are in a heap of federal trouble.

No trouble. Anyone who is not prohibited from having a gun can make one for personal use. Manufacturing for sale is very different.
