I think the driver who dropped the San Francisco pedestrian overcrossing said he shifted his PTO into gear by mistake (while moving at freeway speed). The location is climbing a hill between South San Francisco into SF proper so its reasonable that he had to shift down at that point. So that explanation is believable. It was extreme good luck that no one got hurt, normally there's 8 lanes of continual traffic 24/7 between SF and its international airport just south of there.
