Now for the BIG Question... Does Windchill affect how a car or tractor starts ?

Not even a little bit. Wind chill only effects living critters.

Agreed, Windchill is a approximate "feels like" effect from the evaporation cooling on our exposed skin. Tractors sheet metal doesn't have feelings.:)

Well they don't get frost bite but when it's running the wind chill will effect how much heat is being lost. This will show up in how hard your cab heater needs to work to keep the glass clear. Also when you shut it down if it is in the wind it will cool down to the ambient temp quicker then if it is some place that is calm. That might effect how long it takes for your fuel tank to jell up. Once it is shut off and down to the ambient temp. Then wind chill will not affect it. Your house also looses heat faster in a wind. It’s just a matter of the temperature difference of the surface and the air passing over it.

I agree that wind removes heat faster from anything warmer than ambient temperature. But a glass of water in 33F temp and 50 MPH wind won't freeze. The wind will simply make the glass of water reach 33F faster than if there was no wind.

Absoluteley . Any kind of block heater etc is far less effective with a high windchill , Even just to shelter a machine behind a bale stack or trees helps . It may not make sense on paper but come and start our CATS out in the bush in -30 they will tell you different :)

Agreed, wind chill will cool an object to the ambient temperature faster.

I was always told to park a vehicle so that the radiator wasn't facing into the wind. I think that the wind blowing over the rad will give you some windchill effect. I understand the rad is metal, but a little moisture on there will cool it off?

An aluminum radiator will lose heat fast in the wind, same as a vehicle traveling down the raod.
