Worst plan and waste of money ever. Couldn't a single helicopter cover more area than dozens of tractors. Tractors are not exactly high speed and able to chase down a potential treat.

Why not put two agents in a Holstein Cow costume? The security personal can use the Rear opening for surveilance and, if worse comes to worse, use that opening for shooting.
