Loader L39 Aux. Hyd. Front Loader

My L39 has the extra Hyd. on the front loader to operate attachments. I noticed at the bottom frame of the cotrol valve it apperars to be two mounting bolts holding it in place. The bolt and lock washer have fluid seeping around them running down the frame. Shouldn't it have some type of sealing washer to go with the lock washer?? I thought them were just mounting bolts but must do something else if them are around fluid.

They are just mounting bolts, fluid is coming from somewhere else.
