When I was lifting the 3 point hitch i noticed there is a noise that uccurs when the lift arms are at the top, it sounds like a cross between a buzz and a grinding. I was just wondering if this is normal.

Yup, most likely. They all make some sound that says, "Hey!!! I'm Done!!"

relief valves kicking in. no worries its normal, just don't be doing it too long.
