Won't run Lucas/CAV Fuel pump

No fuel at nozzles after removing the governor cover. I have experienced this problem with this type pump long ago but cannot remember the fix. It has to do with the levers under the cover.

Did u remember to engage the shut off bar with the nub on the shut off shaft..??
