I am going to add gauge wheels to my 8ft Woods landscape rake but am going to build them myself. Woods wants $380 for them.
They are no more than metal brackets that hold two large solid rubber wheels very much like the tail wheels on a mower. Hopefully I have attached a picture of the way Woods does it.
Agrisupply sells a wheel and fork but it appears to be for a smaller lawnmower applicaton. Maybe someone knows for sure.
Any ideas on how or where to buy these wheels and forks would be helpful. Thanks.

I think I saw a yoke and wheel assembly in TSC last fall for something like $80. I made my own yoke, but I've haven't been happy with my HF wheels. The yoke itself is not difficult. Hopefully, someone else will have some other suggestions.

I bought the yoke and wheel from my brush hog maker which happens to be Howse.
Then I made my own set of gauge wheels .. made them hydraulic and for switching to different implements.

Drawings show them on the rotary cutter and then on the box blade. They will go on the rake next.

Harbor Freight sells large rubber tires on a swivel caster fairly cheap. I bought a pair just haven't mounted them on anything yet. I think mine are 8" wheel with forks similar to your pic. then the bearings with a flat top plate that has 4 bolt holes. Sticker on other side of fork says 300 lb rated.

I hope the thread gives you some idea which way you want to go with your gauge wheels.
I think making them universal like you are wanting is a really good idea.
