What is this implement? I think it's related to haying. The guy that mows my pastures for hay left this in a field, but I didn't see him use it, so I don't know what it does. May not be related to hay production, but probably is.

It's a rake. I'm pretty sure that could also be used as a tedder, but I'm not too familiar with the "newer" rakes.

I've seen the hay cutters use them around here, after they sickle cut the hay
they let the grass/hay dry for a couple days and then come back with this machine to fluff and line a row for the hay baler or rolling machine,

So this is what puts it in a line, so the baler can do its job. Makes sense.

One of these days, I need to watch him do this.

It is a 10 wheel V-Hayrake. Each wheel rakes approx 2 ft and then you add your windrow in the middle to get the total working width. Looks like about 24-25 ft on this one. These wheel configurations can be changed to spread or ted the hay, however, not as good as a rotary tedder. Ken Sweet

I haven't seen a pin wheel style but big V rakes are used around here to combine two windrows of hay into one. They do this where they are making big round or square bales, guess it helps keep that baler fed without having to have excessive ground speed.

Our neighbor has one and usually I take some time out to watch him operate it. A day or 2 after the hay is cut I can tell when it's operating by all the birds... mostly gulls flocking over. I guess they go after all the insects disturbed by the raking.
