What in the world is this?? What does it do?

First, let me say that this is probably not the best forum to ask, but it has a lot of viewers so I'm hoping that the collective wisdom on this site can tell me what it is. I've seen this piece of equipment around town several times, being pulled by a truck. This evening I saw it again as the driver pulled into a large, mostly empty parking lot to turn around in. I was able to whip in behind him and snap a quick pic before he pulled back out.

I realize it's probably not anything used for a tractor, but its got my curiosity up as to what the heck it's used for??? I don't think I ever seen anything like this before. It has two tracks (just like on a bulldozer) on each side, about 8 ft long, and it looks like maybe they could be raised or lowered. There's an engine at the very back, with some hydraulics. I couldn't tell if the motor has gear drive to turn the tracks, or maybe it has hydraulic motors to turn them? Anyway, thanks in advance to whomever can tell me what this is.

Are you serious?? I have never seen one of these sitting at a mobile home lot, and I drive by one lot practically every day. Is there a video somewhere showing it being used to jack up a mobile home? I'm now curious to see how it does that. Thanks!!!
