What exactly does this attachment do??

Saw this attachment on craigslist and wondered if it does what I think it does?? It looks like a finish cut mower with an "arm" that can pivot out to do "edging". I can see where that would be useful especiallyedging underneath a barb wire fence. Am I right, or does it do something altogether different? It has a "Pefect W" on it, but no idea who that is, or what to google to find it?

You are correct, it's a fencerow mower.

The orchard in front of me uses a mower like that to mow between the trees. On their's the arm is spring loaded out and when they pull up to a solid tree the arm folds in to get around the tree then springs back out. The rubber sided disc has a blade under it to cut. You do not want pets or small kids around when that thing is going and it also loves to eat irrigation lines.

If you have the clearance under your wire I'm sure it would be great for mowing around fences, but with our woven wire going to the ground, I could not use it.

Thanks for the replies. That's a cool tool to have, but I don't really have a need for one. I just saw it and wondered what exactly it was. Apparently we don't have too many here (at least not in SC) because I had never seen one before. What brought it up was the one that I just saw on craigslist for an ad of an upcoming equipment auction.
