just curious as to what is the purpose of the hay dogs, top and bottom in the chute of a JD 24T baler....what would happen if they weren't there or didn't function right?

Hay dogs hold hay to help keep it from springing back forward in the bale chamber as plunger head moves to front of baler. They're very important during tying cycle as dogs holding the hay keeps some pressure off the twine or wire that needles bring up twine/wire to knotter giving the knotter a better shot at forming a tie.

Really are they not up out of the way on a tie cycle?

The plunger is fully back holding the hay while the needles come up through slots in the face of the plunger. I think the dogs at this point are up out of the way pushed by the last hay charge and over the plunger.

I know I have read your posts before on this I know you have stated this correctly before on baler timing. I just think the way you added to the dogs that they hold it during a tie cycle might lead someone to think the plunger isn't holding the hay and moving towards the front of the baler, away from the knotter.

I have seen a few balers that people incorrectly timed with the plunger moving away from the needles instead of towards.

If the dogs are not in place, as stated it will allow the hay to spring back. If top and bottom on one edge are missing, it can cause poor shaped bales. If you have 3 top and 3 bottom, you can usually get by with one missing until you have time to replace. It's when you have 2 or more that you start to see issues. So repair it as soon as practical, due to you never know when the next one will break.

Except that the needles are supposed to rise when the plunger begins EXITING. Otherwise the plunger force will snare the needles.

You're correct when needles are close knotter PH is moving back forward away from hay. The needles travel up through slots in the PH. When needles get broken or bent it's hay in between PH & needles that contacts needles to bend them. The PH never touches the needles!!!

As I stated in my other reply about the time the knotters receive the twine the PH starts back toward the front of bale case. At this point hay dogs should be fully down in chamber holding the hay from pushing against the twine that needle brought up. If you don't believe me either watch one of the Youtube videos or look at your baler while it's going through a tying cycle with someone turning the flywheel. Also with no hay in your baler move PH fully rearward and you'll find that face of PH travels farther to the rear than the hay dogs so once PH is fully towards the back the hay dogs are fully down in chamber. I think I'm correct as I've only been repairing sq balers since the mid 1960's.
