Very slow moving up hill

What will cause the tractor to move slowly up a grade. Is it a belt or transmission issue? I have the pedal all the way down but it does not increase my speed on my L130

The belt could be wearing...What's your throttle setting?? Are you towing anything? Are you loosing tractor? Is this during the PTO is engaged?
