Take for example a NH H7230 has a cut width of 9' 2" but an operating width of 14' 10".

You add the amount the tongue is offset from the center of tractor, in operating position, to the inside edge of the mower plus the cut width. It's usually 4'-5' more than than the cut width.

After more thought I suppose you're correct but I fail to see the manufacturers need to advertise the working width as the cutting width is the only real important factor.
