I bought an inexpensive used tool box from the shop that works on my vehicles. I was a little surprised that they used small, cheap-looking bolts/washers/nuts to mount the box to the bed, and no lock washers or anything. The box didn't fall out of the truck or anything, but I had some left-over grade 8 hardware from a project today, so I bolted it on a little better. I imagine the "weakest link" now is the tool box itself.

Grade 2 bolts are plety strong for a tool box. After all a normal above bedrail "cheap" tool box wont physically support more than a few hundred pounds of tools, and all your doing is keeping in from hopping up/down and sliding foward/back. Grade 2 bolts will still hold several hundred pounds in shear strength.

When i put my tool box on it had J-hooks to secure it, i also drilled it and added 2 more 3/8" bolts to make it attached more firmly. Lock washers is a good idea though, i used those as well.
