Troybilt tiller--Kohler-stumbles under load--need help

Recently i bought a 1980's Troybilt tiller with the basic 7HP tiller and almost no use.
It runs and works fine except under full power and tines deep into plowed sod.
During this use, it surges and I can watch the throttle on the carb bounce around and surge around as well.
No problem on lighter load with full power, only under big load. It has a new plug and points.

In looking through the original owner's manual there is mention of a "power adjustment screw" and to move it a
quarter or half turn for a condition similar to mine.
Is this the direction i should go or any better ideas?
Any advice appreciated.

Per the Troy Bilt manual, the power adjustment screw on top of the carb is to be set 2 turns out. The idle fuel adjustment isn't stated. They just give a general direction to move the idle to fast quickly and see if the engine misses. Then the idle fuel is to be turned counterclockwise in 1/8 turns until you get it to not pause when you open the throttle abruptly.

My guess is the carb needs soaking overnight to clean out the crud.

I dont know about that vintage of Kohler; but on a lawn tractor with a Kohler and my ol Troybilt B&S, in fact most engines, one can dump the float chamber by removing either a jet or a plug. Look on the bottom of the carb for a bowl type area with a smallish bolt or is there a jet to remove.........Take it out and let the crud drain out of the carb............

Perhaps some carb cleaner you put in gas with a heavy dose does wonders as does stabil for ethanol..............

By the way, the throttle isnt moving, what you see is the govenor doing its thing moving back and forth to try to compensate for load............Clean that carb.......God bless......Dennis

This was the answer. On the 7HP Kohler, the power adjustment screw on top of the carb needs to be changed.
As noted, the guideline is two turns out but mine was only 1 1 /2 , meaning the engine was running leaner that it should.
I opened another 1/4 turn and it runs great now.

You guys rock!! (no pun intended) but I've had a Tecumseh Horse for years, but picked up a deal on an electric Kohler 8HP. So I just ordered new belts, air filter, and a new knob. I'm changing the oil tomorrow and buying a battery. All my other questions were answered here. EXCEPT one....I can't find an on-line copy of a manual, any ideas????
