Troybilt Pony

I have a troybilt pony. I cant get it to roll. I have to do some work on it and roll it but it will not roll. It seems that the wheels are turning in different directions. I just got it and was told it just needed a ignition switch.

My old TB Pony (1989/90 vintage) has a cable on the left handlebar that engages/disengages the drive mechanism in the transmission by moving a short lever on the left side of the tranny. The only way to "free-wheel" the machine is to disengage the transmission... The wheels and the tines must both turn at the same time when it is engaged.
