What is going to work to make a good transition from my skirt board to the floor's base board?

The stairs will be carpeted.

I plan to add base cap on top of the 3/4" plywood skirt board.

Might try cutting skirt boards flush with stringers,cut riser wall to wall,return base to riser,cut angle of base cap to match slope of stairs.

I forgot to put in the post that the stairs will be carpeted, but I added it now.

Mitering that will be extremely difficult and I don't think will work out even in the end. You can break the line with a vertical plinth block or some other feature to break it up visually so you can start the baseboard against a fresh surface.

Can you show me an example pic cause I'm not sure what you mean?

Sorry for the delay - I wasn't able to get a pic until now. Here's how they did it in our house. Whatever you decide to try, I'd prototype it first to see what it looks like.

On our stairs, (would be your left side) they left the skirt board longer and it is flush with the base board that goes 90*.
On top of our skirt board is a concave trim piece. I don't know the correct name. It looks like "reverse 1/4 round.
On what would be your right side they butted the base board to the skirt board.

No mitering was done to hide the end grain.
