Twice I have had this issue - if your problem is the same it is an easy fix: The range shifter appeared to be in a correct place but the tractor would not move. The issue was that the range lever was not quite engaged, i.e., not in the slot. A tap or two with a small 2 x 2, or a long screwdriver to ease it into the slot, was all it took. You may have to remove the covering - I am not familiar with your tractor. Removing any cover may be a good idea anyway so you can see precisely what is happening.
