Taylor Way (Pittsburgh) Spindle removal question.

I have a Taylor Way 6' Finnish mower (Series 220) with a busted spindle and I can't get the pulley off the spindle. I've removed the top bolt that has a the grease zerk in it and the two set screws on the bottom of the pully. I've been tapping up on the pully and prying (a bit carefully) with a crowbar has not budged it. I'm going to get a gear puller to put on it but wanted to make sure I'm approaching this the right way. Can't find a parts diagram anywhere on line. Does anyone have experience with this spindle setup. The shaft does not appear to be tapered like the ones on my other mower. Thanks in advance for any help.
