We had a pretty bad storm come through Sunday night/Monday morning. Lots of downed branches and trees. A guy not far from here was killed by one falling on his mobile home.

We avoided any really bad problems, but lost some mid-sized trees. This one is threatening to crush part of my new fence...suggestions?

I would let mother nature take care of it. Until then, the squirrels can play on it and the owls can hunt from it.

Limb the top to get the weight off.
Cut that first branch going down to the ground, let the next two carry the weight. Get the tractor bucket under the horizontal stem. Cut the standing trunk at a point higher than the fence. Drive the tractor so the stem clears and set it down.

I'm sure there will be all sorts of "but but and buts, but from a single image, and not being there. let this be a conversation starter.

From the pic, it's not going to fall any time soon. Might let the leaves drop just to make things less bulky.

This was my solution. My suggestion is let it crush the fence and NOT you. Fence can be replaced, YOU cannot.

It is hard to tell from one picture. If the connection where it split is solid, I would make cuts just above the fence like I was going yo fell it. Then I would start at the top removing branches. As I worked my way toward the fence I would remove sections of the trunk which would slowly ease it down. At some point I would try to make it fall at the previously cut hinge. For me, that would be with my logging winch, but a push with a loader might work. The hinge is to keep it off the fence.

Go slow, be constantly vigilant and think about how the tree will shift as parts are removed.

No storm, but insects have destroyed two dozen trees on my land. Several threaten power lines and one of my barns. The Emerald Ash Borer and Woolly Adelgid are wiping out the Ash and Hemlock here in the northeast.

I usually do my own tree work but due to the hazards and quantity involved, I let the pros do most of it. The dead ones not threatening anything, I just let rot as others have suggested.

I would be hesitant to dive into that grown up area around the downed tree during snake season. If you have access to that area, what I would think about doing is to set a pulley block up in a stout tree behind the downed tree to use as a redirect anchor point and then pull the downed tree backwards and away from the fence with a stout cable or bull rope if the broken tree is fractured enough to come apart when pulled. you'd have to set the anchor point high enough for the cable to clear your fence.
