Today my hydraulic controls became still. The 16LA front end loader, backhoe, and hydrostat peddles are all affected. I went ahead and change both hydraulic filters and oil, but that did not help. Has any body experienced this? Hopefully it's not the pump.

There is not a single pump for all you mentioned. The HST is completely different from the main pump. Nothing in the main system is the same except the fluid in the reservoir and the big filter. After that, the HST flow splits off and it is completely separate. The HST pedals have nothing to do with hydraulic flow.

If everything works normally, but only the levers/joystick is stiff, maybe you just need lubing. Can you be a little more descriptive than "stiff?"

What do you mean by " still"? If you mean slow to operate, does it change as the tractor warms up? If you mean the levers all became stiff at the same time, I can't see anything that would cause that.

Sorry..."still" means I didn't hit the right keys for "stiff". To best describe what I mean by "stiff" is analogous in the difference between "power steering" and my old 51 ford pickup truck steering.

The force to move all hydraulic controls instantly tripled+ in effort. This is true for the backhoe, FEL, and HST peddles. Is there a common return valve that might be sticking?

That is odd. Maybe the relief valve is stuck or path to the tank ( transmission) is blocked? You got me on that one. There is a member on here named J_J that is the absolute guru on hydraulics. If he doesn't see this you might send him a PM

There is no common return between the HST and the main hydraulic system. Try moving your HST pedals, backhoe controls, and joystick with the engine shut off. Then, start the engine and try again. Let us know how they compare. If they are the same stiffness with the engine off, then they just need lubing up. If they change when the engine is running, try reseating (disconnect-reconnect) the quick connect adapters to the FEL and the Backhoe.

Once you move the joystick or BH levers, does the loader/backhoe move at normal speed?
