My PTO has a mind of it's own when it comes to turning on. I have changed the switches (Manual/Auto and PTO off/on), sprayed Fluid Film on everything, swapped out the fuse under the panel, and I think my Hydraulic fluid is full. The reason I say think is it is hard for me to be sure with the dipstick. It appears to be very clean oil, but tough to tell if it's up to the top mark.

This has been an ongoing problem, but has gotten to he point nothing seems to help. It wouldn't come on this morning at all, yet it may grace me with working later this morning - only the Kioti PTO spirit seems to know... Any suggestions?

Sure sounds like something electrical in nature. Looks like you have attempted to remedy that issue but intermittent engagement sure sounds electrical. I'm not a mechanic but perhaps checking all wiring associated might reveal a short somewhere in the system.

Do you have the schematic in the workshop manual? Also, does it have a cab or is it open station?

An open would be far more likely than a short.

It's open station James, and is outdoors now until I finish up the wagon for my draft horses. I think I'm gonna try pulling the switches out and hitting them with Fluid Film again. Same for the fuse box I think. I don't have the manual. I was planning on stopping by the Kioti Dealer later this week anyway to get set up for a 200 hour maintenance check. If I can't figure it out, I'll just add the problem to the list I guess.

OK... The PTO relay or PTO solenoid would be likely culprits. With the PTO relay more likely. Unfortunately the PTO relay is not easy to get to. It is behind the instrument panel up on the inside of the firewall..

The suspect rely is called a twin relay and it has 10 pins (vs 5 pins on most other relays). There is also a PTO safety relay but that's not your problem. If the 4WD and the lamp in the PTO switch work, the fuse is OK. Have you tried cycling the PTO on-off-auto switch? Dirty contacts in that switch could be the problem. If you are using that switch in auto, try manual; a faulty micro-switch could cause problems in auto. The acid test would be to put a voltmeter on the PTO solenoid. That would confirm is it's the solenoid or something electrical.

I have the same problem. The thing that works best for me is to lay the dipstick against a clean paper towel, then move it to the side keeping the bottom of the dip stick even with where it touched the paper towel. The wet stain on the paper towel is easier to see than oil on the dip stick. I think I used a brown paper towel as found in public restrooms

Okay, I'll see if I can find the solenoid and relay. In the meantime, as I mentioned earlier, I turned it on after dragging my arena area a few minutes ago and of course it decided to work. I'm taking a WAG (Wild Azz Guess) that it may be one of the previously mentioned items having moisture affecting them as the first problem occurred early this morning and now its a dry-toasty 95 degrees outside.

Here is where the PTO solenoid lives on the right side of the tractor just forward of the right rear tire. You can see the suction filter in the photo. You know the one. That one that is put on by a gorrilla. Look in board and forward of this filter to find the modulator valve. It does many things, but the PTO and 4wd solenoids are on this modulator valve.
