Snapper pto problem

I'm having a problem with a snapper LT180H421BV2 . I pull the pto switch and nothing happens. With the motor off and key on I pull the switch and it clicks and the console lights come on.. When I sit on the seat and pull the pto switch nothing happens. I have replaced the seat switches , fuse is good ,replaced relay, waiting on new pto switch not sure if that's it.. Any Ideas??

Could bypass them...no doubt illegal, though
