3-Point Hitch Slow arm link when raised

Rockshaft adjusted following jd technical manual. Everything works fine but very slow. New filter including screen. Any suggestions before removing the rocks haft?

Is it just slow with a light or no implement or even with substantial weight on the 3PT?
