3-Point Hitch Simple Question

Will a BX 1870 work with a GS1548 Grader Scraper? With the proper ballast does the 1870 in 4wd have enough power to work with a GS1548.

Go to YouTube, shows a BX using the GS1548 with no problem. Not sure what size BX is in the video.
