No doubt! I can see how the "negotiation" went : Government - "we would like to text "X" on your container ship. The entire ship might blow up and sink to the bottom of the ocean. If that happens, No insurance company will take the risk. So, we will buy your ship at twice what it is worth, and pay you to load it with empty containers. If test "X" it does not destroy the entire ship, you can have it back at no cost." Ship owner - "Mmkay."

I promise I will let them in to look at my junk in the container way before it escalates into a missile strike. The good stuff is in a filled block bunker set into the side of the mountain that is only accessible by the tunnel. The entrance to that is a Pinto Wagon that is rusting away amongst 40 other junk cars and trucks.

People do it. We spray foamed a remodel job on a very nice home. Part of the new addition was a large two car garage. Inside the garage was a 20' shipping container. My first thought was it must be the GC storage unit, then I realized it was bolted to the new concrete floor.

I asked the GC and he said it was going to a fall out shelter. He was installing a fresh air filtration system, water, beds the whole nine yards.

I would tend to agree with you. I think the GC shared the same thoughts as he rolled his eyes when I asked him what it was. But hey, he was getting paid to do it.
