shift linkage and brake problems with 20 hp yard man model # 13 AT 604G755

Just got this mower and when taking it off the trailer very poor brakes and could not shift. I tightened the brake link where the curved piece is that seems to push the brake pad in, and looked at the shift lever linkage. Can not figure out how to adjust. There was a wire disconnected at left end of the rod that runs left and right under the tractor. It seems to connect into a curved piece of metal that a small 90degree rod which is attached to longer left right rod comes up against when shifting into reverse. Anybody got any suggestions how this system works and or what could be wrong?

I suspect that one problem is that the brake pad needs replacement. Do I need a repair manual to do that?
