Satoh 650G govenor question

My friend has a Satoh 650G Afew days ago the belt came off the govenors pulley. Pully is real sloppy so my question is is this a bearing problem that can be repaired easily or does it need a replacement governor? If so where are parts available ( we live just north of Toronto ) Cant find parts here. Also are service manuels still available. ......Thanks in advance
