Sarlo mower

This is a well built mower I recently purchased that I plan to put to use after cleaning up. Can anyone here provide any information about the mower, nothing online worth speaking of and although Ive been in contact with the manufacturer they haven't proven to be of much use.

Also can anyone tell me what this bracket may have been originally used for?

I know the engine has been replaced unfortunately but it runs well and I may see if I can find what was originally there and put it back together.
