RTV900 Hesitates

I just bought a RTV900 and it hesitates to move in High or Med until the engine revs quite a bit. It will then take off and run fine. It will also run just fine in Low and Rev.
I have changed everything and used all Kubota Products.

I have another that I bought in 07 and have never had any trouble with. Anyone have any ideas?
