Rebuilding brakes on Ford 3000

My father has an older Ford 3000 that has no brakes...lhe has never looked in to rebuilding them, but I imagine it can't be that hard.

What is the best place to start when diagnosing and repairing these brakes?

Just need the parts.. the rest is pretty much 'normal' drum brakes..
