Rotary Cutter Questions about used Brush Hog SQ60R-4

My neighbor has a used Brush Hog I'm thinking of buying, but I have a few questions. The unit has been setting for approximately 10 years. When I looked inside the gear box it was completely empty of gear old. Would this be a cause for concern, like maybe a bad seal? Second, I lifted the unit with the fork on my tractor to look underneath. It is my understanding that the two blade are supposed to swivel independent of the main pivot. These were frozen in place in the straight out position. It this normal?

He's asking $400 but wanted to get some opinions first.

It's no surprise the blades are frozen straight out. When the mower is running that's their usual position, rust probably just assured they'll stay that way. If you want them to move later it may be a real challenge getting that big rusted bolt loose. If you want to replace the seal in the gear box you'll need to figure out how to get it off the mower deck and all the fasteners are probably rusted in place. Of course you could just fill it and check oil level each time you mow. Does the deck itself seem solid? Is the rest of the metal sound? Are the gears in the gearbox showing any signs of rust? Do you want another project?

**** no that's a 200 at best implement in that condition. The blades should be free and it doesn't use oil it leaks it
