IF epa paid for it and all the costs that goes along with it when there is trouble then sure haha im sure that would never happen
They don't pay for it. They actually mandate that the manufacturer's must pay for emissions related repairs for X amount of years, well beyond the regular warranty. That is part of the massive increase in cost we see every time new standards are required. Customers are paying an extra built in "just in case we (the manufacturer) have to replace emissions stuff 7 years from now" fee.
