I am looking for a PTO multiplier to go from a 540 PTO to maybe 1000 PTO to run a tiller that I believe is geared for 1000. The rotor rotates about 1/2 the speed it should. The tiller is an older model and believe to be gear driven. Also is it worth the cost to install a multiplier or change the gears in drive.

I've never seen or heard of a multiplier for a pto. Doesn't mean they don't exist, but they sure are rare, and I think expensive if you find one. As for changing the pto gearing, I'd say that is a no go also. You need a different tiller.

I was actually referring to the gears in the tiller not the tractor.

Have you thought of selling one of the items and getting something that works? For instance my B7610 has both 540 and 960 PTO speed, as does the B2620.

There was a thread on here where a fellow put a 1000rpm conversion on his tractor.About $1,000 and he did the work.
I think you want to change the tiller,it may be cheaper to sell that one and buy a 540 rpm.How large is the tiller you own and can your tractor handle it?

Milwaukee Gear and Master Gear have both made pto increasers and there is an Italian one too - the problem is they cost around $1k which is more than people want to pay. I found that my tractor was marketed in othger countries with 2-speed pto so I converted my tractor's pto gearbox to get the speed I wanted. Bottom line is it can be done but not on all machines and not without some damage to the checkbook.

It is a 4 ft tiller. Sounds like multiplier is not worth it, but what about reworking the gearing in the tiller.

Perhaps swapping the gearing around (top on bottom and bottom to top) might work depending on ground clearance issues. Check the number of teeth on each gear to see if that will work as you need to basically double the size of the top gear in relation to the bottom one. If that works, you would just need to flip the gear drive covers around also.
Lot of work to make the mods. Might be easier and cheaper in the long run to just swap it for a 540 RPM one from your tractor dealer. HE could sell it to someone with a 1000 RPM PTO.

What splines does the pto on the tiller have. I doubt anything that small would have been gears for 1000 rpm. It is possible that it was made for the 850 rpm on some kubota tractors.

Have you tried to till with it yet? Even though it may not be the correct gearing it may still work OK.
