PTO hard to engage

I have 2006 Mahindra 4500. When I first use the PTO to enage the finishing mower early in the day it works fine. As I use it more during the day , (going in and out it starts to grind)

I thouht it was the old finishing mower because it was giving me all sorts of problems. Well , that finishing mower died and I have a different finishing mower. It still does it.
I am pushing the clutch all the way down but it doesn't help.

Does this mean the clutch is going out on the tractor ?
