Pressure control settings on a 175

With the lift cover off, the manual says to place the Hydralever in the fully "down" position.....which is a pressure control position, does it mean a "low" position, which is for pressure? If placed in the fully down position there is no way that the 1 7/16" gap between the pressure control tube and machined body can be obtained. Has anyone made these adjustments? Thank you.
