Plow vs Cultivator

I have a 160 acres of pasture that I want to turn back to hay land. My question is with a 55hp TC55 what would my best approach be. Plow it up and then disc it smooth or use a cultivator and then disc it. What sizes of plows, discs, cultivators would you recommend.

I have a 55 hp tractor & use a 4x18 on-land hitch plow, other attachments are 8'.

1. Plow to expose roots & let sit overwinter.
2. Disc
3. Cultivate to smooth out

Around our place they just run a heavy disc over it, maybe twice, then drag it smooth. For drags I've seen a cattle guard or 4 big tractor tires bolted together. Even some logs chained together.
