The ring on my trailer can rotate and has three holes to adjust the height. There's a large nut that has a cotter pin in it. I keep the threads well lubricated so it's real easy to set the height, no tools needed. I'm not sure if it needs to rotate as they have some play in them, I guess it depends on what you will use the trailer for. Mine is an equipment trailer and could see some rough terrain so I assume that's why they made it rotate. I think the military trailers also are built to go in rough terrain as the ones I've seen either the ring on the trailer rotates or the pintle on the truck does. Like RI said having it be able to rotate can be a little more of a pain to connect up. You just have to be a little more precise when lining it up.
