No Hydraulics on Case 485

I have Case 485 with FEL, its an early 90's model. The tractor has sat about a year without use or running. I started it up to unload a seeder I bought, I started to raise the disc and FEL. Both started to lift and then they went down. No response at all and the steering does not work very well either. Its making some noise under the seat. I checked Hyd fluid, it was on bottom of stick. I added fluid with no improvement.
Is there something that is prone to stick on the hyd pumps on these? Any idea's to check? I had the hyd filter and fluid changed about 2 years ago.
