I should be more clear, the float works, but i have to hold the lever there, it does lock into the detent, so i have to hold it in float all the time which can be a PITA!
I did a search for [ valve float ] and there were 8 pages of data on the float problem.
Essentially, float works by locking the lever in a detent which opens the ports on that spool to tank, letting the cyl float. If the lever will not go into float that is a problem, and if a lever will not stay in float that is a problem, and if a lever is stuck in float , that is a problem.
Most often, the problem is water getting into the detent mechanism, rusting and causing the above mentioned problems. If the cap holds water and it freezes, another source for trouble.
An inspection, good cleaning, and good lube is the answer.
Some of the caps have a cut out to let water out, and some have drilled small holes in the very bottom of the cap to let water out.
Some valves mount upside down, sideways, etc, so make sure the drain hole is at the bottom of the cap , or so any water/moisture will drip out.
