I'm going to move your thread over to the Ford section where you are more likely to get a response. That sounds like a potentially dangerous problem.

It looks like they have the mechanical drum brakes, which are useless, if soaked with oil from the rear end. ... as are any brakes.

she has a video on Ford tractor brake replacement that may give you an idea of what to do. I'm not sure if the 3500 is similar or not, but she says 2000 & 4000 are.
