I've had this tractor for a number of years, think since June 2004 and not long after I bought it there was a recall about this and I took it to the dealer and they made the change. Later I the PTO got where it wouldn't stop when cut off which is kind of a safety hazard. By then the warranty had expired but New Holland due to the low hours picked up the parts and labor for fixing it and I had to pay for fluids, filter, and etc. The good news was that I didn't have to pay for the whole repair and the PTO would stop. It was a few months later and I hooked up the shredder and all was working fine but after using it under load for an hour or so the PTO no longer would stop when cut off. I contacted the dealer and they said they might could fix it cheaply depending upon what they found. I never got it back to the dealer and a while back I lost all hydraulics, see New Holland TC48DA Hydraulics suddenly quit working . The problem turned out to be a pipe plug out of the hole between two chambers in the FEL control (took a while to find that). I hadn't used the PTO since making the repair. A few days ago I hooked up the shredder and to my surprised when I started the tractor the PTO didn't turn until I engaged the PTO. Thought might just be a fluke but it's still working properly. My guess is that with that the pipe plug wasn't tight and leaking pressure and there wasn't enough pressure to engage the brake on the PTO. I'm posting this just in case someone else may have a problem with the PTO not stopping when not engaged. Most likely I'm the only person who had the loose pipe plug but maybe others might.
